Study Methodology

Your state’s study should use the DOE methodology for consistency with other states, though you may also add questions to the data collection instrument if certain data points are important to your state. Consider if your project team will need data analysis support for analysis of information beyond the DOE methodology.

Request for Proposal (RFP) For a Consultant to Assist

If the scale and scope of the project will require expertise beyond the State Energy Office staff, the State Energy Office should develop an RFP for a consultant to assist with aspects of the study. Most states will need to contract with third parties with expertise in construction or home energy raters for data collection.
